Dublin City Council Waste Management Department is responsible for sustainable management of most or Ireland’s waste. In 2000 the City Council decided to address the looming problem of Electrical and Electronic Waste (WEEE) that would soon be the subject of a European Directive. The proposal was inspired by work being carried out with Sunflower Recycling, and aimed addressing the reduction, reuse and recycling of IT waste, the most rapidly growing waste stream.

José Ospina was commissioned to write and later to manage a LIFE Environment Project with the aim of piloting innovative approached to the management of IT waste. This involved the setting up of regional collection points for IT waste, the setting up of a social economy enterprise to salvage and reuse IT and the development of Europe’s first Green Computer to secure the European Eco-Label. The Project completed on December 31st, 2006.
