Carbery Housing Association is a non-profit company with charitable status, set up in West Cork in 2001 to work toward provision of sustainable social housing for persons unable to buy or rent on the open market. The Association is also committed to the integration of rational and renewable energy into its project. Since its inception, CHA has made three applications for Planning Approval for sustainable social housing project in West Cork, and been partner in 2 European exchange projects.

José wrote and later managed this Project, which was funded under the ALTENER II Programme. Partners included Cork County Energy Agency and Blackwater Resource Development Group. Transnational Partners were the NIHE (Northern Ireland Housing Executive) and the REVES (Cities and Regions of the Social Economy). The Project involved a Study Visit to Gwalia Housing Association in Wales, and the organising of a Seminar on Sustainable Social Housing in Cork. The Project culminated with a Feasibility Study for sustainable social housing in West Cork and a Planning Application.
